Consents for Minor Buildings - Garages and Glasshouses

 

What should you bring to Council?

For domestic garages, glasshouses and minor alterations, the following are required:

Two copies of a properly drawn plan showing the following :

(a) Site plan
(b) A floor plan of each floor level
(c) An elevation of each external wall
(d) Cross-section details
(e) Bracing calculations and producer statements

Plans are to be in ink or prints, drawn to scale and clearly legible. If plans and specifications are not to an acceptable standard, delays will result.

General Information

  • No concrete is permitted to be placed until the consent has been issued and the pile holes or the trenches and reinforcing have been inspected and approved by a Building Inspector.
  • A footpath damage refundable deposit is sometimes charged on larger consents. Refunds are payable on completion and after the final inspection by the Building Inspector or Engineer.
  • Footpaths are not to be used as working areas or for the storage of building materials.
  • If earthworks, either excavating or filling, are to be carried out and the level of the ground is to be altered by more than 600mm; or more than 10 cubic metres of material are to be excavated or used as fill, contact Council's Building Section.

Planning

The first step before applying for a building consent is to check with the Planning Department to find out whether the proposed building, alteration or addition is permitted, or whether a resource consent is required.

The District Plan contains Rules which relate to the different land use zones in the District. You should become familiar with these as they relate to your particular property. A building that might be permitted in one zone may not be permitted in another.

For example, the District Plan sets out the distances required from boundaries and other buildings, location on site, maximum height, maximum site coverage and other relevant details.

A building or other proposal might still require a resource consent, even though it might not require a building consent, eg, forming a carpark, felling a tree, building a deck, changing the use of a building.

 

Fees

1. Building Consent Fees - Charged as per fee schedule

2. Other fees may be charged for:

  • Sewer connections
  • Stormwater connections
  • Water connections
  • Extraordinary Water charge
  • Reserve Contribution - On certain developments
  • Street damage bond
  • Vehicle crossing bond
  • On work $20,000 and over in value levies are required by the following:
  • BRANZ (Building Research Association of New Zealand )
  • BIA (Building Industry Authority) 

Value of work is the estimated final cost of all labour and materials at current market rates, including GST.
